As Director of Planning and Development Mr. Kelley is primarily responsible for predevelopment analysis for construction projects and proposals, coordination between local governments, project owners and public agencies, government relations, project site master planning, and directing Oxford’s Low Income Housing Tax Credit initiatives.
Mr. Kelley is an Urban Planner who specializes in real estate development; including land use planning, zoning analysis, economic development analysis, development, site-work management, new construction and adaptive building renovations, and site selection work for office, hotel, and institutional facilities. Mr. Kelley also specializes in land use and housing policy research and analysis.
