Byron is responsible for the overall management, customer experience, and financial performance of all parking facilities owned or operated by Oxford. His responsibilities include direct supervision of all parking personnel, oversight of daily operations, financial administration, capital planning, vendor coordination, and ensuring consistent service delivery and operational efficiency across the parking portfolio.

Byron joined Oxford in 1994 as Operations Manager and was later promoted to General Manager for Fifth Avenue Place and Penn Avenue Place. In this role, he was responsible for the full scope of building operations for two of downtown Pittsburgh’s major office assets, overseeing day-to-day property management functions, tenant services, and facility operations in a high-rise, multi-tenant environment.

At Fifth Avenue Place and Penn Avenue Place, his duties include reporting to ownership representatives, preparing annual capital budgets, developing and issuing RFPs, soliciting and evaluating bids, overseeing subcontractors, monitoring and scheduling facility testing, approving payroll for administrative and engineering staff, managing purchase order approvals and invoicing, and producing monthly operational and variance reporting.

Byron directed building engineering teams and administrative staff, ensuring reliable operation of complex building systems, including HVAC, life safety, elevators, and security infrastructure. He managed preventative maintenance programs, coordinated vendor services, and ensured compliance with safety and regulatory requirements. He also played a key role in tenant relations, responding to service requests, coordinating tenant improvements, and supporting leasing and occupancy initiatives to maintain a high level of tenant satisfaction.

Byron attended Temple University and holds the Real Property Administrator (RPA) designation from the Building Owners and Managers Institute.
