The Senior Project Manager reports to the Director of Development and will lead the efforts of the Project Management team for a leading healthcare client, with primary duties and responsibilities to guide the execution of design and construction of capital projects.
The Senior Project Manager ensures that key project outcomes are met with minimal disruption to ongoing facility operations and supports the successful transition of projects from construction to activation. In addition, this position is responsible for cash flow management, contract negotiations, presentations to executive leadership, and make informed cost-to-risk decisions that protect the Owners’ interests.
Project & Construction Management
- Manages large and complicated projects, regularly exceeding $10MM and involving multiple end user groups (i.e. departments, institutes, specialties, etc.).
- Is the senior (leading) project manager on projects with multiple project managers.
- Complies with Owner procurement policy, especially standards for competitive bidding of all projects and all scopes, considering the content of RFPs and metrics for selecting qualified firms.
- Oversees the subcontractor bidding process (administered by the CM) to guarantee fairness in bidding, bidding opportunity for disadvantaged businesses, multiple bids for each package, and detailed documentation of the bidding and award process, especially the rationale for each subcontract award.
- Organizes and guides project coordination meetings, including meetings with facility and institute leaders, end users, contractors, and subcontractors, pillar groups, designers, and others as necessary to maintain alignment with project goals and constraints (including scope, schedule, budget, and positive experience for all stakeholders).
- Thoroughly and diligently reviews documents, such as bids/proposals, Stage One and Stage Two reports, drawings/specifications, GMPs, invoices, close-out documents, etc.
- Understands indirect expenses included in GMP proposals. Ensures all direct and indirect expenses are appropriate and worthwhile from a cost-to-risk standpoint and can successfully negotiate favorable contract terms on Owner’s behalf.
- Ensures that proper and timely communications are had with jurisdictional authorities, such as the PA DOH and local permitting office, prior to executing any work that requires jurisdictional review, permitting, approval, etc.
- Understands job site safety expectations and enforces them. Create a culture of safety and conformance (with facility rules) on every project.
- Visits project worksites frequently, and ensure constant compliance with facility standards, such as ICRA, Cleanliness, Hot work, posted documentation, professionalism, and other standards for executing work in a healthcare environment.
- Evaluates construction work for compliance with Owner standards of quality and care.
- Uses appropriate tools and processes to document job site visits and provide evidence of compliance with Owner and regulatory requirements.
- Understands construction schedule and validates accuracy via site visits. Identify delays in and drive schedule recovery planning and execution.
Relationship Management
- Facilitate communication between Owner, architects, engineers, user groups, equipment vendors and contractors.
- Coordinate and schedule meeting with the above as the project dictates.
- Respond to inquiries timely.
- Establish clear expectations of other team members by documenting roles and responsibilities timelines, standards for quality, and measures of success.
- Interface with senior management of Oxford Development Company on all aspects of construction when required.
Financial and Reporting
- Manage project costs – communicate with Construction accountant as needed.
- Manage project schedules and control workflow when necessary.
- Enhance project reporting as needs of the department may change.
- Prepare cash flow forecasts if requested.
- Maintain accurate schedules and forecasts in e-Builder and Smartsheet.
What We Require
- College degree in related field required. Engineers’ degree preferred.
- A minimum of 10 years of construction and /or real estate development
- Well-versed in healthcare design and construction.
- Detail oriented with strong critical thinking skills.
- Proficient in Microsoft Office Suite.
- Strong customer service orientation, with good decision-making ability.
- Organized, with an ability to prioritize time-sensitive assignments.
- Creative and Flexible; ability to multi-task various projects in a fast-paced environment.
- Minimum of three days per week on-site at assigned location.
