Bifford provides project management oversight for major capital initiatives across the Allegheny Health Network, currently leading projects at Jefferson Hospital including the $40+ million Radiology & Main Lobby Master Plan. Previously, he managed a $27 million renovation program at Allegheny General Hospital focused on patient care upgrades, advanced imaging suites, and oncology technology integration.
Prior to joining Oxford, Bifford served as Director of Facilities & Clinical Engineering at Uniontown Hospital, overseeing operations and capital improvements for a 450,000-square-foot, 175-bed healthcare facility with annual capital programs averaging $5 million.
His experience also includes leadership roles with Burt Hill Architects, MARCO Contractors, Zurich North America, Dick Corporation, and Perini Corporation, contributing to high-profile projects including the Ronald Reagan Washington National Airport expansion, Hyatt Regency Hotel & Conference Center, and Ronald Reagan International Trade Center.
Bifford holds a Bachelor of Science in Safety Engineering & Management from Indiana University of Pennsylvania and brings extensive expertise in healthcare project delivery, risk management, and maintaining operational continuity in complex environments.
