Randy is responsible for planning and managing construction projects, developing budgets and schedules, and coordinating with contractors, architects, engineers, and clients as part of Oxford’s Owner’s Representation and Project Management services.
With more than 20 years of construction industry experience, Randy has managed and supported complex healthcare, laboratory, commercial, education, industrial, and infrastructure projects. Since joining Oxford, he has provided project management and construction oversight for major healthcare and institutional developments, bringing expertise in cost control, quality assurance, scheduling, and stakeholder coordination.
Randy began his career in the construction industry as an ironworker before advancing into estimating, project engineering, and project management roles. His diverse background provides a practical understanding of construction means and methods, enabling him to effectively manage projects from planning and design through construction and occupancy.
Notable project experience includes serving as Owner’s Representative for the $44 million expansion and renovation of the Carnegie Science Center and the $24 million revitalization of the Community College of Allegheny County’s Ridge Avenue Campus. He also played key roles in the development of several landmark healthcare facilities, including Allegheny Health Network’s Health + Wellness Pavilion, UPMC East Hospital, and Children’s Hospital of Pittsburgh.
Randy earned an Associate Degree in Architectural Engineering Technology from The Pennsylvania State University and has completed OSHA 10-Hour and 30-Hour Safety Programs. He also maintains ICRA certification and First Aid/CPR training.
